E36 M3 98 Upgrade

Folks,

I am thinking about a performance upgrade on a E36 M3 98 Sedan. I have
read many web sites in regard of: OCB II, Exhausts, Turbo kits, Engines,
Supensions, etc. Which of these does really makes a difference
performance wise. I have read an article about Dynan upgrades, such as
the stage III. After this upgrade your car gains .6 seconds (0-60) and a
top speed of about 160mph -- with a STEEP price.

Here are my questions:

    1) Whom of you have REALLY noticed an improvement (benchmarked)
using :
                1.1 Exahusts
                1.2 OBD II upgrades
                1.3 Turbo kits (RMS)

    2) If so what bimmer model/yea and brand of devices used.

    3) How much ?

    4) Do they void warranties, leases ?

    5) Do you need written permission from BMW for leased or vehicles
still under a car loan ?

    6) for folks with exhausts pipes, do you get pulled over by cops ?
