The simplest answer to this question may not be what you are looking for. However, 
"slick" tires will put a larger contact area with the road. Wider
tires, different aspect ratios I thought only modify the shape of the
contact patch.

Other areas to make the car stop faster:
    * "traction control" system (ABS)
    * lighter weight vehicle
    * sticker tires
    * and in exteme cases aerodynamic aids, such as a parachute
    
Brake modifcations tend to allow more frequent stops without losing brake 
efficency.
