I hesitated to join this thread, but after reading Stephen Carlisle's wise
counsel, couldn't resist throwing in my $.02.  ANY non-standard lighting used
on public roads creates a hazard by way of distraction. As for myself, the
hazard comes from the uncontrollable laughter that comes from seeing some kid
goober up his/her car with "cruisin' lights" or that neon garbage or whatever.
On a serious note, the superfluous use of fog/driving lights does not make one
appear to be a "skilled European driver", but creates a severe blinding glare
in one's rearview mirror on a clear night. In the end, it's the same "look at
me- I need attention" syndrome as these kids with their neon-cruisin light-
moonbuggy wheeled cars.
   As for the original question writer, if you MUST profane a vehicle in this
manner, please don't do it to a BMW, go get yourself a little rice-rocket to
turn into your rolling circus sideshow, and leave the REAL cars to the REAL
enthusiasts.
