E36 M3 Hardtop convertible?

I was driving this morning on 880 Southbound when I spotted white E36 M3
Hardtop convertible with european license plate and M-Contour Wheels. I
was curious I thought it was just a regular coupe but I noticed black
horizontal molding on the roof. Is the hardtop convertible only
available in Germany?
