<e28> noisy power steering when cold

My power steering fluid is milky because of tiny bubbles (air) in it.  The
problem is much worse in cold temperatures.  I've drained and replaced the
fluid along with the filter in the bottom of the canister.  Problem was not
helped.  Any suggestions as to where the air is getting into the system and
any cure?  What about using a synthetic power steering fluid instead of the
auto trans fluid?
