<e36> Cold steering

As it got cool here in Mi, about 9 deg F, I didn't have any trouble
shifting or starting.  But, steering wasn't so pleasant in my '97 328is.

The steering was sluggish and lagged behind the wheel position.  That
is, when I would make a turn and then turn the steering wheel back
to the center position, the car would keep on turning for a little
bit.

Is this normal?  Are there any synthetics that are approved for
use in the power steering?
