The solution was two-fold.  First, the lights themselves leak on my car.  To solve
this, we drilled small drain holes at the bottom of both lights.  Second, I recleaned
the contacts more carefully with emery cloth.

While the problem still manifests itself on occasion, usually when the car hasn't
been driven for a while or when it's very humid, the idiot lights don't flash like a
Christmas tree anymore.
