<E36> 'tis the season - slow heated seats

I just took a ride in a friend's '95 525i and was again reminded
how long it takes my '93 325is seats to heat up.  The seat was
toasty within two minutes.  My seats are usually not noticably
warm even when the timer kicks the temp level from high to low.
Setting the control to high again causes the seats to feel warm
after about 10 minutes from turning them on initially.

My question is this: I don't think that the heaters are broken -
both seats work.  Why does it take so long for them to warm
up?   Any ideas will be most appreciated.
