Hi Kathy,

Time for a second opinion.  Since I don't know the mechanic, nor your car,
I'll reserve judgement on the capabilities of a mechanic using such terms
as 
	- "steel band had snapped inside"
	- opened it up and stripped it down
	- rust and bad rubber, after he was paid to replace hoses and
tires (the only other rubber pieces are busings, guibo, belts, and
grommets, all of which are relatively easy to replace, and most of which
probably do need replacing).

(Wouldn't it be funny if he did replace the guibo, but had forgotten to
remove the steel band, and it did snap and tear-up the guibo, resulting in
alot of thunking, and he's either not sure what he did wrong or he's
trying to pull a fast one?  Geez, I hope not).

Almost all 02's have rust, especially those that have sat under a tree for
10 years.  Its *where* the rust is located that's important.  How are the
shock towers, rockers, front/rear subframes?  These are critical areas
that could determine if its a parts car or not.  You need your mechanic to
give you a more-detailed description of the specific problems before any
of us on the list can help you further.
