Here's what you do. Apply for personalized plates with the SAME
letter/number config that your black plates have. When you receive them
in the mail... just use your black plates!!! They're almost assuredly
available and according to my brother (a Riverside County Sheriff who
thought up this idea) there's nothing in the vehicle code to prohibit
it.
