I write:
AAAAAAAAaaaaaarrgghhhhhh.  That URL is the result of having done a
search on the database.  Since you're not supplying the data entered up
to that point you'll get an error.  Use
http://www.nhtsa.dot.gov/cars/problems/complain/compmmy1.cfm to go to
the start of the search process.
