Yes, you are correct, it is for sure much cheaper to buy all
items separately.
For example: E36 complete kit sells for $359. Gauges, sending
units, wires and connectors should not cost you more than
$140-$160. So you you essentially end up paying $200 for the
plastic tray that BMW dealer sells for $16. All that is different
on the piece from the seller of the kit is a piece of plastic
with three holes glued on it.
For those who want to make inexpensive gauge cluster for e28
cars, contact Bill Yates (I lost his e-mail address).
I made a whole batch of face plates for VDO gauges for him. He
still may have some left. Bill if you are out there, raise your
hand........;-)
