Illegal headlights??

Hi there,

I went to my Valvoline oil change place to check my transmission fluid and
the guy there told me my headlights(low beams) were illegal in all 50
states! This surprised me of course and he said he knew of people who were
fined $65 for "illegal" headlights like mine. Even knew of a guy on the
East coast who got impounded for it! The illegal headlight has a H4 in the
middle. Its also made in Germany. The other one is a General Electric made
in the U.S. I was wondering if this guy is for real or is he trying to
make a quick buck. I've driven behind police cars numerous times and have
never gotten pulled over because of my headlights or foglights.  

What do you guys think and has anyone gotten pulled over for  using these
lamps?
