<E30> temp guage too low?

My '86 325es temp gauge reads at the top of the BLUE part (pretty low)
when it's warm.  Seems like the heat comes out lukewarm.  Any idea why?

(My fuel gauge says Full and R, for Re-fill?  Or Runoutofgas?)
