Steam from the exhaust is perfectly normal in really cold weather.  All
fossil fuel combustion produces water in vapore form, and if it's cold
enough, it'll condense and become visible as soon as it leaves the
tailpipe. I once drove from Tennessee to Detroit with temperatures from
- -15F to -25F during the trip.  Arrived in Detroit with over an inch of ice
condensed all over the rear of the car from the exhaust.
