European M3 vs US M3

Hey Everyone,
Why is it that the US received a detuned version of the European M3.......I
mean, the '96 European M3 had 321hp while our version still had the same 240hp
even though we both got the same new and better 3.2 inline 6? 321 vs 240 and
they're the same engine (except or the VANOS). What gives?
