Fuel filter change

The fuel filter on my 1995 318ti is covered by a plastic shield held on
with 2 fasteners. One is a hex-head screw that comes right out, but the
other is a pointy thing with no threads on it; it looks like it comes
through the floor from inside the car.  Is this some kind of clip that
you pry off with a screwdriver?  Grab onto it with pliers and pull off?
