Blinking too fast!

I seem to have the quickest blinkers in the world right now.  They appear to
be blinking really fast which usually indicates that I have a blown bulb but
I checked everywhere and nothing is wrong.  Can someone help me find out
whats causing this?

Also I have a rusted out license plate light.  The area that encases the
light has rusted and the bulb won't turn on.  Could that be why my blinkers
are blinking so fast?

I'm all blinked out!!!!!
