Just talked to a retired California Highway Patrol friend of mine - says 
that CHP has had radar for years and have used it on certain highways 
(usually "blood ally" types), but now use it all over the state, BUT are 
only able to site you using radar on highways approved and where marked 
with warning signs (which includes most of I5.)
