Bent Wheel-New Wheel

I've discovered that one of the wheel on the 1988 325is I bought is bent... at
least that's what I'm assuming.  An observer outside the car will notice that,
at slow speeds, the wheel "wobbles".  I've rotated the tires and the problem
moved, so it must be either wheel or tire.  
  Anyway, my questions are these:  Is it worth it/possible to have the wheel
fixed?  I'm almost looking for an excuse to buy new wheels anyway - at least
15", maybe 16".  However, I'd like to keep the price down - I'm considering
used wheels.  Any advice on what to get or where I might find a good deal? 
Another consideration is winter treads.  I'm seriously considering getting some
and may just have them mounted on a seperate set of wheels so I'm not mounting
and unmounting tires twice per year.  Again, any advice?  TIA.
