Turn signal/running light question

The front left turn signal / running light on my '85 E30 (325e) has
developed an odd quirk.  It works perfectly as a turn signal (blink on,
blink for those technically inclined readers), but when the running lights
and headlights are turned on, it doesn't light up at all -- except when I
use the turn signal.

One remedy may be to keep the turn signal on at all times and maintain a
constant speed of say 12 mph...
