My M3 has always (since 1987) done that.  Especially in stopped traffic, in
the Bay Area, with nearby soundwalls.  

Luckily, all E30 M3's came, from the factory, with a
specially-designed-for-racing Auxilliary Radiator and Heat Duct:  Open all
windows (including the rear wing windows) and the sunroof.  Turn the heater
control to red (clockwise).  Turn the fan to 4.  :-)

Also Water Wetter really doesn't help very much when mixed with regular
coolant.  I think Red Line's brochure says only a few degrees higher
boiling point.  The real improvement is with WW and water only.  That gives
like 15 deg. increase in BP.  But the WW/water combo does not give any
freezing protection, so you can't use this with air conditioned cars.

It is possible that your car could use a coolant system flush, check the
cap, thermostat, etc.
