If it starts at all, it's getting enough gas (petrol). This would tend
to eliminate the cold start circuit. It sounds like the idle circuit (at
cold temps, anyway) has a problem. You don't say what year or model you
car is (or even the make!). Without that information it's difficult to
be more specific about the possible cause of your car's problem.
