Airbags are calibrated to activate with about an 8-14 mph barrier impact
or about a 25-30 mph vehicle impact. These settings are based on
laboratory tests with test vehicles hitting the barriers, and other
vehicles, head-on. With an angle impact, as suggested by your damage
description, even higher collision speeds might not trigger the airbag.
