Before I start a flame war, let me say that I agree both that this
does nasty things to your driveway an to the fish I like to look at
while diving...

However, I found some stuff called "Oil Eater" at Costco (Bay area).
It is biodegradable (and marked as save for sewers).  I believe that
it is a bacteria that eats the oil.  I suspect that it is very similar
to the stuff they dump in the ocean when oil spills occur.

It also took all of the oil off my Camry's cylinder head when allowed
to soak for 5 minutes.  It didn't get the gunk, but made it easier to
get off.  It also, if anything, left my driveway cleaner that it was
before (it's advertised uses are engines and parts, driveways, and
clothes).
