<E24> Rear bumper discolored

The rear bumper on my 1985 635 is discolored.  I've tried a variety of
fixes including chemicals and elbow grease and have come to the conclusion
that it's an anodized aluminum bumper and will require re- anodizing.  Is
this the correct conclusion?  Will someone who has solved this problem
enlighten me as to the cheapest or most satisfying way to get a bright,
shiny-looking bumper?
