<02> Banjo Bolt /Oil Spraybar

After pulling the valvecover looking for my loss of oil pressure, I looked at
the banjo bolt and it had no washers or seals on it. Is this normal or should
there be something between the bolt and the spraybar or between the spray bar
and the head?  It seemed a little loose also but my book says 10ft lbs on the
banjo bolt, that does not seem very tight but I dont want to strip the
threads out.
