Todd, I think you answered your own question, high beams and fog lights
serve two different purposes.  I am sure there has been a lawsuit
somewhere because a person was able to turn on their foglights and high
beams and the resultant glare caused an accident.  Thus, the automaker
is forced to "think" for us.

I'd have to agree with you that sometimes it would be nice to have as
much light out there as possible.
