Bilsteins for 2002

I am replacing an old set of Bilstein strut inserts in my 74 2002.  The
replacement struts, Bilstein HD, do not fit.  They slide into struts to within
an inch of the base and stop (not far enough for threaded cap to catch).  I
measured the dia of old and new and found the replacement inserts to be about
27/1000" wider at the base.  I thought about sanding them down to fit.

Question is, anyone else run into this problem?  Any suggestions?
