re <E28> Whatzit (Cabin Temp Sensor)

The filter thing at the bottom of the left kick panel is the
cabin air temperature sensor.  The vacuum line runs up to the
the intake manifold near the idle control valve and cold start
valve.

There should be a restrictor up there (at least back in '84)
that limits the air flow to just a wee-little bit.  There might
be something missing if your's goes "shhhhhhhh".
