I took it upon myself to check this out with Bell South Mobility Customer
Service - they said it should work and I have verified that it does.
Apparently when you first turn the phone on - for example a flip phone - you
get indications of no signal - If you dial 911 and send or *611 or probably
several other numbers such as *highway patrol your call goes through - at
least in central Florida. Wether this works all over the nation - I don't
know. I would imagine it works in most built up areas where there is a lot of
cell traffic. This is an excellent public service and means that if you have
a deactivated phone or a spare phone that you've collected you could carry it
in the glove box for emergency use only!
