If "left" refers to the driver's side of the motor, and you
are looking forward between the timing cover and the block, then   
yup, you are missing a cover.  That access point should be
covered by a hard rubber snap on cover about 8" long by 3" wide,
but with an irregular shape.  In my experience it's pretty common
for independent mechanics to forget to reinstall it on a t-belt
change.

If "left" means the psgr side, then I'm confused.  I don't think
the belt should be exposed anywhere in there.  If that is what
you mean, give me a better description and I'll go take a look.
