Naked Timing Belt on E30 (M20)...call police

This may be common knowledge to some of you. If you don't like
ignorant questions, please skip to the next post.

I was changing out my air cleaner last evening and I noticed that you
can actually see and touch the timing belt on E30 M20 engines. At
least on my '90 325iX. The touchy feely access is on the lower left
side of motor, behind the front timing cover. The belt and crankshaft
pulley can be viewed from this area.

Is my motor missing part of a dust cover/shield, or is this part of
     intentional design on M20 motors?

This would be a bad place to drop a screw into. Perhaps I've found the
the M20 cause of 'Murphy's Fumble Finger Corollary' (a.k.a. any
dropped screw or nut into an engine compartment never makes it to the
     ground)?
