I own an '85 635 so I'll try to help.....

I don't know "FL" or "WI".  As for maintenance costs, the drive train is
the same as the 5 series so those costs are "normal".  The 6 seems a bit
"buggier" than my '83 528 but not near as bad as my '88 528.  A lot of the
"bugs" are a function of how it was treated previously.

Body panels, trim etc are a LOT more expensive so get one in excellent
cosmetic condition and compromise the drive train if you have to.  It is a
lot easier and cheaper to correct.

M6 worthwhile?  A matter of opinion.  I would not want to have to repair
the M engine.  The 3.5 is a lot easier to maintain.

635's better than 633's?  It depends.  If you want power seats then it's
the 635.  If you are going for trim and slim (less weight), get an '84 633.
