These lights normally come on when the ignition is turned on, and go out
when the engine is started. I have also seen the condition that Gary
describes: sometimes the SI LEDs go out after the engine starts,
sometimes they do not. It seems that once the engine is running, the SI
board will not extinguish the LEDs if it did not do so at start time.
