regarding specific scanner models, everyone has their favorite. here is a 
list of the scanner newsgroups, they have debates on these topics all the 
time:

one thing to be *very* sure of: is it legal to own a scanner in 
california. here in michigan, you cannot have one unless you are an FCC 
lisenced amatuer radio operator of at least technician class. [note: you 
only have to take two 50 question tests to get it, and they give you the 
questions and answers in advance...] if you are not lisenced and the 
cops catch you expect confiscation of your equipment, fines and a court date.
