I think your theory is right on.  The lights are
now counting down to the Inspection I service.  I had the
same thing happen to me on my 540.  I did the Inspection I 
service (at 16K miles or so)and used the tool to reset the lights.  
Resetting the inspection lights require the tool to be left
on for 21 or so flashes.  All the lights came on after
that.

It's kind of funky the way it counts oil changes for a
while and then switches to Inspection mode.
