2002 or sherman tank?

The next item up for fixing on my '72 '02 is the steering.  The wheel is
physically really hard to turn, but otherwise it steers well.  I know it
will never be as easy as a power steering car, but something is clearly
wrong.  The steering does not have much play, (ie i don't think the box
is worn out) and everything else seems tight, and yes, there's plenty of
air in the front tires.  If i raise the front wheels off the ground, the
wheel turns pretty easily, although i do notice a slight resistance,
which i don't think should be there.
Any ideas?
