I've used Oxy-Solv on some VERY rusted railroad spikes, and it will
indeed take care of thick rust.  The trick is to soak it for a
couple of days, and once or twice a day to take the part out and
tap the thick rust deposits gently with a hammer or the like.  This
will help the thick stuff flake off so the Oxy-Solv can get at
what's below it.  After a couple of days of this, the spikes looked
clean and shiny - though with deep pits where the rust had been.
