[bmw] 1999 323i (E46)

My brother has a 1999 323i (E46). He bought it new.
Recently he has been noticing a hesitation in taking off (slow pickup).
Is this normal for a 323 engine (low torque) or there could be something wrong
with the car?
He took it to a dealer, but they could not find anything wrong.
