Bill,
Depends on the car.
My lowered E36M3 maxes out at -2.2 on passenger and -2.4 on the driver 
side. So I set them both to -2.2 (with my butt in the car). 
Your make and/or model may be different.

Remember, changing the camber will effect caster and toe settings.
