Bill,

My understanding is that your daughter's instructor wants some acceptable
documentation for shuffle steering. The Bob Bondaurant School of High
Performance Driving is one of the oldest and best known racing schools in
the country. They also teach road driving technique, accident avoidence,
etc. and claim over 85,000 students. I believe they teach shuffle steering,
and a query might bring a written response or a brochure that you could use
in your conflict with the local instructor.
