I agree.  With 2 thou the headgasket simply compresses more (2 thou more) at
the liner than it does everywhere else against the head.  This makes sense
as the liner is where the most pressure occurs (combustion).  The oil
gallery has a lot less pressure and the water jacket effectively nil.
