Allen head bolts are easier and faster to assemble on a production line. As 
far as the change is concerned I would GUESS that it had something to do with 
the fact that ventilated rear rotors were a performance option on European 
delivered Milanos and eventually became standard on the ES-30. Finally, you need 
to get a shop manual and read it before you take something else apart. The 
bolts are initially set with thread sealant like Loctite. No amount of penetrating 
oil in the world is going to loosen them. The pop is coming from the sealant 
breaking. If you apply about 250-300 degrees F to the bolt the sealant will 
melt and the bolt will unscrew fairly easily.
