[alfa] Mexican Alfas

The prices are pretty steep in Mexico because they have a very hefty import
tax there on anything not built in Mexico, I believe it is 20-30%.  The
Fiats that are being sold in Mexico are not being charged this import duty
because they are built in Brazil.  Mexico and Brazil signed a bilateral
accord last year to waive import duties on merchandise built in either
country that is imported one way or the other.
