Ralph,

tighten the suspension mounting bolts with the car in its normal
loaded static position.

here's why :

the metal sleeves of the bushing do not rotate like a bearing.
the outer sleave is held fast to the suspension arm by the pressure of it being  pressed into place.  the inner sleave is held
to the chassis by the tension of the mounting bolt.   therefore,
all the suspension movement is caused by the flex of the rubber
in the bushings.  if you tighten the bolts on the bushings with the
suspension at full droop,  the rubber will be forced to be under
stress with the car just sitting still under its own weight ,  and flex
farther than intended during suspension compression.    the
forces in the unloaded suspension could cause unpredictable
handling, and will cause greatly accelerated bushing wear.

if you have ramps, the access under the car will be easier while
still having the car resting on its wheels.
