[alfa] Spider problem

Figures, its 70F until I get the car inspected, then its 20F!!
Failed emissions (again) '84 Bosh Ljet spider......

In order to spare myself some frozen knuckles, I'd thought I'd ask for some
advise first:

HC 844 of 220
CO .59 of 1.2

Sounds super rich (?)  the O2 sensor is about 4 years old, the cat about 2.

Any hints?
