I have never seen centrifugal weights in a vacuum advance distributer... thats what the vacuum advance mechanism does.  Any that I have ever seen just have a rod attached to the vacuum diaphram that rotates the baseplate.  No weights are needed. I get the feeling you have been operating without any advance which could certainly add to your problems.  Some of the other recommendations, carb balance, etc. should also be looked at.
