[alfa] multimeter, no alfa content

Digest,
My trusty multimeter has voltage settings that are in order of magnitude, 2, 
20 and so forth. When I set the dial to 20 and read the volts through a twelve 
volt circuit, the meter reads 18 or 19. I've checked this on both my cars. Is 
this meter out of tune or am I missing something about it's function?
