[alfa] Milano Power Steering problems

My Verde's PS died.  Fluid level and belt are OK.
If I muscle the steering wheel it will intermittently have power steering, but
only for a second, then it goes dead again.

Any comments on what the chances are of the problem being at the pump or at
the steering rack?
